The Eleven-Day Window

Sweden's Klimatklivet ran its second open round of 2026 from 24 August to 4 September and closed at 16:30. Every application was ranked on one computed ratio, kilogrammes of CO2 equivalent per krona invested, and a breakpoint drew the line wherever the budget ran out.

A calendar, not a queue

Most funding programmes accept applications whenever they are ready. Sweden's Klimatklivet does not. It runs on annual appropriations from the Riksdag, and 2026 has six application rounds with fixed opening and closing dates. The second open round of the year ran from 24 August to 4 September. It closed at 16:30 and it did not reopen.

Twelve days, once a year, for most project types. The other five rounds are targeted: public charging infrastructure, farm biogas, fuel conversion. If your project is not in one of those categories, the open round is the door, and the door is a date.

Naturvårdsverket, the Swedish Environmental Protection Agency, manages the programme under Klimatklivsförordning (2015:517). Its purpose is narrow and physical: investments that permanently reduce greenhouse gas emissions in Sweden. Not research. Not information campaigns. Not plans.

The number they rank you on

Here is the part that decides outcomes. Applications in a round do not compete against a threshold. They compete against each other, ranked on a single computed ratio.

Klimatnyttokvot is kilogrammes of CO2 equivalent reduced per Swedish krona invested. Every application in the round gets one. They are sorted. A breakpoint is set, and the projects above it are funded.

The published breakpoint history is the interesting document. The 2015 rounds cut at 1.00. The 2016 first round cut at 0.75. The 2016 rounds two and three cut at 1.00. The four 2017 rounds landed between 0.75 and 1.00. The current estimate sits near 0.5 to 0.75.

Read that as a market. The bar is not fixed by policy. It is set by whoever else applied in the same window.

The cumulative numbers show the same thing from the other side. Between 2015 and 2024 the programme received 42,326 applications and approved 27,114. That is a 64 per cent success rate across a decade, and it says nothing about any individual round, because the ratio moves.

What the money actually bought

The scale is worth reading closely, because it is the argument for the paperwork. Cumulatively the programme awarded SEK 19.7 billion against approved investment costs of SEK 46.0 billion. The expected reduction is 4,000 kilotonnes of CO2 equivalent per year, of which 3,200 kilotonnes are classified as additional, meaning they happen because of the grant rather than alongside it.

Divided out, that is 1.14 kilogrammes of CO2 equivalent per invested krona, and SEK 0.38 of public money per kilogramme avoided. 86 per cent of the grant value went to companies.

2024 alone: 5,826 applications, 4,874 approved, SEK 5.43 billion awarded on SEK 11.8 billion of investment, and 890 kilotonnes a year of expected reduction.

The 2026 budget is SEK 4.5 billion. Public subsidy at this scale is a procurement process, and it behaves like one.

Additionality is the test that ends most applications

Three checks do most of the work, and they are worth knowing before writing anything.

The project must be additional. It must not be profitable on market terms, because the grant exists to bridge the gap where the market will not. It must not be legally required, because the money does not pay for compliance. And it must not have started before the decision. No procurement, no construction, no purchase orders. A project that begins early does not lose points. It loses the grant.

The party applying must be a legal entity that can co-finance and implement: companies of any size, municipalities, regions, associations, foundations, housing cooperatives. Private individuals are excluded.

And the project has to be anchored in the county's own climate and energy strategy. Sweden has 21 counties, each with a published strategy. The application has to show how it fits the specific document, not the national ambition.

The deadline has no grace period

Two failure modes recur in the rejection data, and neither is about merit.

The first is an incomplete application. Naturvårdsverket does not accept supplements after the deadline. A missing attachment is a closed file, not a follow-up email.

The second is the ranking itself: insufficient emission reduction per invested krona accounts for 22 per cent of rejections. That is not a judgement about the person who applied. It is arithmetic about the specific project, in that round, against that cohort.

The rest of the rejections are the boring ones. Withdrawn applications. Validity periods expiring on charging tenders. Work that had already begun.

Where the rate comes from

Grant intensity is capped by state aid law rather than by the programme's generosity. Klimatklivet grants to companies sit inside the EU General Block Exemption Regulation, 651/2014, under the environmental and energy articles. Small enterprises typically land between 50 and 70 per cent, medium enterprises between 40 and 65, large enterprises between 20 and 45, with legal maxima of 70 and 50 per cent respectively. De minimis support is capped at EUR 300,000 per undertaking over three fiscal years.

The rule that changes is not the rate. It is the ratio. A project gets cheaper to subsidise every time its measured reduction per krona improves, and that is the only lever the party applying fully controls.

I have worked with public funding routes across Europe for years, and the pattern is consistent. Programmes like this one are not difficult because the forms are long. They are difficult because the ranking metric is published, the window is short, and the file has to be right the first time. The probability that a good project survives an 11-day window has almost nothing to do with how good it is, and almost everything to do with whether the numbers were assembled before the window opened.
